Residential Construction & Permits

NOTE: Until further notice all projects must be submitted via e-mail to Kelly Rivera due to the COVID-19 Coronavirus.

New residential construction projects require a building permit; the submittal packet must include the following:
  1. Application for Building Permit - All information on the form must be provided for complete submission. Please note that beginning January 1, 2020, subcontractor information will be collected on the building permit and separate trade permits will no longer be required.
  2. Builder's Acknowledgement
  3. Plan Submittal Checklist
  4. One set of construction drawings; the plan will become part of the address file and will not be returned.
  5. Site plan
  6. New construction requires a completed energy worksheet or scope of work from a 3rd party inspection provider for energy code compliance. Additionally, a Manual J&D analysis report is required for compliance with the current energy code. 
  7. Top Soil Agreement for new construction within plats approved after October 1, 2012.
  8.  If your project has exceeded the one year expiration date, a Request for Building Permit Extension must be submitted a minimum of two weeks prior to that date.
Any project which adds floor or living area or a roof is considered an addition within the City of Clive. Addition projects include covered decks, enclosed patio, 4 season rooms, basement finishes, etc. and require a building permit; the submittal packet must include the following:
  1. Application for Building Permit - All information on the form must be provided for complete submission. Please note that beginning January 1, 2020, subcontractor information will be collected on the building permit and separate trade permits will no longer be required.
  2. Builder's Acknowledgement
  3. One set of construction drawings; the plan will become part of the address file and will not be returned.
  4. Site plan, if applicable (basement finishes do not need a site plan).
  5. Room additions require a completed energy worksheet or scope of work from a 3rd party inspection provider for energy code compliance. Additionally, a Manual J&D analysis report is required for compliance with the current energy code. Covered decks, 3 or 4 season rooms, etc. do not need energy documents.
