On September 27, 2018, the Clive City Council adopted a resolution approving the 2018 Flood Prone Property Buyout Program.  The approximately $1.25 million dollar property acquisition program has been developed to guide the voluntary acquisition of repetitively flood damaged property by the City of Clive in the University Boulevard area of the Walnut Creek/North Walnut Creek floodplain. Based on the repeated flooding that has occurred and the likelihood that future flood events will have additional impacts, the City of Clive has determined that removing the vulnerable structures within the floodplain is the most appropriate long-term strategy for reducing the risks associated with public safety and property damage.

Because there is limited funding in this first phase of the buyout program, the City has developed a prioritization criteria that focuses the available acquisition resources on the properties that have received the greatest impact.   The program eligibility requirements and the prioritization criteria are fully explained in the buyout program document

The 2018 Flood Prone Property Buyout Application is intended to assist the City in determining program eligibility in addition to identifying potential interest in future buyouts.  Even if  there is no interest in pursuing a buyout at this time, an application may be submitted if a future buyout program is initiated. Submitting a buyout application does not obligate an applicant to sell the property nor does it guarantee that the City will purchase the property. If an application is submitted, supporting documents must be attached to the application to substantiate the flood damage (copies of photographs, repair contract, insurance loss payouts, claims adjusters notes, public records, etc.). The application and supporting document must be submitted by 5:00 pm on November 2, 2018 via e-mail to cassistant@cityofclive.com or send to City of Clive, Community Development Department, 1900 NW 114th Street, Clive, IA 50325

A public informational meeting will be held on October 18th at 6:00 pm in the City Hall Council Chambers (1900 NW 114th Street).  City staff will be available to answer questions and assist in filling out the form.
