The Federal Emergency Management Agency (FEMA) has provided the City of Clive with final copies of the revised Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for Polk County, Iowa and incorporated areas. The City will adopt these maps effective February 1, 2019 at which time properties within the floodplain will be officially removed, added or have no change to their status.
Informational meetings will be held on November 5, 6 & 7, 2018 to assist property owners understand the update and their roles/responsibilities. Property owners have been notified which meeting they should attend since each meeting has been designed for a specific group. The Federal Emergency Management Agency (FEMA) has provided the City of Clive with Preliminary copies of the revised Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for Polk County, Iowa and incorporated areas. The Preliminary FIRM and FIS, if finalized, will become the basis for floodplain management measures that the City of Clive must adopt in order for the community to remain qualified for participation in the National Flood Insurance Program (NFIP). However, before the Preliminary FIRM and FIS becomes effective, FEMA will provide community officials and citizens an opportunity to appeal the proposed flood hazard information. A 90-day appeal period, beginning on March 2, 2016 will provide any owner or leasee of real property who believes his or her property rights will be adversely affected by the proposed flood hazard determinations to appeal the Preliminary FIRM and FIS. It is important to note, however, that only appeals of the proposed flood hazard determination supported by scientific or technical data can be considered before FEMA makes its final flood hazard determination at the end of the 90-day appeal period. Flooding is the most frequent and costly disaster in the United States. The risk for flooding changes over time due to erosion, land use, weather events and other factors. Due to these changes, the flood maps for the City of Clive and Polk County are in the process of being updated. The Federal Emergency Management Agency (FEMA) has prepared Preliminary Flood Insurance Rate Maps (FIRMs) which will replace the maps that were last updated in 1992.
The current FIRMs for the City of Clive were adopted in 1992 and do not accurately reflect today’s risk of flooding. As a result, the City of Clive's FIRMs are currently being updated, with the final version expected in 2016.
An open house was hosted by the City on November 4, 2015 to answer questions regarding the Preliminary Flood Insurance Rate Map and flood insurance requirements. The new maps help promote public safety. The Flood Insurance Rate Maps are important tools used in the effort to protect lives and properties in the City of Clive. By showing the extent to which areas of Clive and individual properties are at risk for flooding, the Flood Insurance Rate Maps help property owners and residents make more informed decisions about personal safety and financially protecting their property. These maps also allow community planners, local officials, engineers, builders and others to make determinations about where and how new structures and developments should be built.
If there is an error in the Flood Insurance Rate Map, you can file a comment or appeal. The FEMA Flood Insurance Rate Maps are still preliminary. It is anticipated that starting in December 2015, and running through May 2016, there will be a regulatory Public Comment and Appeal Period. This is a time when property owners will have the opportunity to submit technical and/or scientific data to file a comment regarding their individual property, or to appeal regarding the accuracy of the mapping process in general.
When do the maps become effective? Once all appeals and comments are reviewed and once any appropriate map changes are incorporated, FEMA will issue a Letter of Final Determination. Six months later, the new Flood Insurance Rate Map for Clive will become effective, and flood insurance purchase requirements will go into effect.
Community Open House. A community open house will be held for Clive residents and property owners on November 4, 2015, in the Special Events Building at the Clive Aquatic Center (1801 NW 114th Street) from 5:30pm-7:30pm. Representatives from the Iowa Department of Natural Resources and FEMA will be available to answer questions regarding the Preliminary Flood Insurance Rate Map and/or flood insurance requirements. There will be a brief presentation explaining the mapping process and timeline at 5:30pm and again at 6:30pm. The remainder of the time following the presentation is scheduled to allow small group and/or one-on-one discussions.
