Meredith Drive Reconstruction Project

Update 9/17/19: The shift to Stage 2 construction, which was delayed last week because of rainy weather conditions, is currently scheduled to occur at 6:00 a.m. tomorrow morning (September 18th).  As noted in previous updates, this change will result in the closures of both the NW 164th Street and NW 167th Street intersections with Meredith Drive for approximately six weeks dependent on weather conditions moving forward.  Access to Meredith Drive will be available at NW 169th Street (westbound to Alice’s Road) and at 162nd Street in Urbandale (eastbound to 156th Street) during this stage of construction.

Update 9/6/19: The shift to Stage 2 of construction is currently scheduled to occur beginning at 6:00 a.m. next Thursday, September 12th.  The intersections of both NW 164th/Meredith and NW 167th/Meredith will be closed for the duration of Stage 2 construction.  The actual date of moving to Stage 2 is subject to change dependent on weather and critical path construction progress early next week.  Changeable message boards will be in place on NW 164th and NW 167th Streets at least 24 hours in advance of any staging or major traffic control changes.  

The following operations will be underway on the corridor once the stage shift occurs:

• Stage 2 – pavement removals, grading and remaining underground utility operations between NW 164th and NW 167th Streets once the new traffic control layout and closures are in place. 
• East end of project – at least one lane of traffic in each direction will be reopened on this new section of roadway.  Paving, subdrain installation and backfilling operations will be ongoing in the area under traffic.
• West end of project – grading/filling operations will commence in the south right-of-way under traffic once the pavement in Stage 2 is removed and excess dirt is generated from grading operations there.

Stage 2 of construction is expected to take approximately six weeks to complete dependent on weather.

Update 8/30/19: The Underground Utility Subcontractor returned to the west end of the job site this week to construct additional water main.  These ongoing operations will require the temporary closure of NW 169th Street at the intersection of Meredith Drive to install new water main across the side street.  This work is currently scheduled to occur next Tuesday, September 3rd, as weather conditions allow.  A closure will be in place after 8:00 am on NW 169th Street at the intersection with an expected reopening later the same day.  Residents in the affected area will need to use NW 167th Street to access Meredith Drive during this closure period.  A changeable message board is in place on NW 169th Street to notify affected residents and the traveling public of this upcoming closure.
 
Paving operations will continue next week on the east half of the project (Stage 1).  Intersection crossovers at 160th and 162nd Streets and driveways to private residences in the area are expected to be completed next week prior to reopening one lane in each direction on this section of new roadway to local traffic.  Once this section is reopened, the full closure on Meredith will shift west between NW 164th and NW 169th Streets (Stage 2).  Full closures of the intersections at NW 164th and NW 167th will be in place during this next stage of construction.  The shift to Stage 2 is currently expected to occur during the week of September 9th.  Additional information will be provided once a more specific timeframe or date has been determined. Once Stage 2 closures are in place, residents will be able to access Meredith Drive at either 160th or 162nd Streets to head east to 156th Street or at NW 169th Street to head west to Alice’s Road.  Stage 2 of construction is expected to last approximately six weeks dependent on weather.

8/16/19: Mainline paving on the east half of the project is scheduled to start next Monday, August 19th and is expected to take four days to complete.  Additional paving (turn lanes, crossovers, driveways, sidewalk, etc.) as well as backfilling/finish grading, subdrain construction, and pavement marking will require approximately three to four additional weeks to complete before this east half of the project will be ready to reopen.  Once that reopening occurs, closures will be put in place on the west half of the project in order to complete utility, grading and paving improvements there.  At this time, no additional utility work is expected to occur on the west half of the project until these closures are in place.

8/6/2019: Subgrade preparation and rock subbase placement on the east half of the project were completed in mid-July.  Since that time, this area has been available for the Prime Contractor to begin paving operations.  Unfortunately, that work has not proceeded to-date. At the most recent progress meeting, the Contractor presented a revised schedule indicating that paving operations are not expected to commence until the third week of August. The Cities of Clive and Urbandale have taken all available steps in the interim to advance the paving schedule. The Contractor ultimately sets the schedule and must balance their workload and production across numerous projects in the metro area. The contract in place for Meredith Drive includes a project completion date at the end of November with liquidated damages assessed thereafter. The Contractor is aware that those terms will be enforced if necessary.

While delays like this are frustrating, it is important to note that a significant portion of the 2019 construction season still remains.  The utility work currently underway in the Right-of-Way on the west end of the project has been undertaken ahead of schedule in the hopes of advancing the paving schedule on this phase of the project once it is closed in the future. With all this in mind, the Cities remain confident at this time that the proposed improvements between Alice’s Road and 156th Street currently under contract can still be completed during the 2019 construction season. This update will close with the same final sentence included in the initial project update from April 30, 2019: Please keep in mind that changes and delays in the proposed schedule (mainly weather related) are inevitable and will occasionally occur.

7/19/19: The remaining wires on existing power poles near NW 169th Street are expected to be transferred to the relocated poles by the middle of next week, allowing MidAmerican Energy to remove the old poles. This will allow the grading contractor to move back in and complete grading operations west of NW 167th Street. If dry conditions persist, filling and rough grading in these areas should be completed next week. Underground utility subcontractors will be on-site afterward to continue with the installation of storm sewer and water main in these same areas. As a result, additional activity and construction equipment working in the ROW west of NW 167th Street in the near term will occur.

6/28/19: Rock subbase material is expected to be laid next week on the east half of the project prior to the start of paving operations. The Contractor is hopeful to be paving by mid-July on this end of the project. Utility and grading operations on the west half of the project will resume once all lines are transferred from existing power poles onto the relocated power poles by private utility companies.

6/14/19: NW 167th Street will be closed at Meredith Drive after 8:00 am next Monday, June 17th while crews lay water main across this side street.  As a result, affected residents should use NW 169th Street for access onto and off of Meredith Drive next Monday.  The resulting trench will be backfilled with rock and reopened by the end of the day.  Changeable Message Boards are in place to notify affected residents and the traveling public of this upcoming closure.

6/7/19: The Contractor is expecting to complete subgrade construction and testing on the east half of the project next week prior to placing rock subbase.  Paving on this half of the project is expected to follow before the end of the month.  In the coming weeks, the grading subcontractor will move to the west end of the project and begin filling operations in the south right-of-way allowing additional storm sewer and water main construction to occur. 

5/24/2019: Progress was hampered this week due to persistent rains.  Finish grading and placement of rock subbase will proceed on the east half of the project as conditions allow. The storm sewer cross run completed under a temporary closure this past Wednesday on the west end of the project between NW 169th and NW 167th Streets allows for additional grading and utility work to occur in the south right-of-way.  As always, operations undertaken and progress made are highly dependent on additional rains predicted in the 10-day forecast.  

5/20/2019:  Meredith Drive will be closed to through traffic between NW 167th Street and NW 169th Street this Wednesday, May 22, 2019, beginning at 8:30 a.m. to construct the storm sewer across Meredith Dr. The intersection of Meredith Dr. and NW 169th St. will remain open while this work is completed. Residents in the affected area should use Tanglewood Drive west to NW 169th St. to gain access to Meredith Dr. The Contractor has been allowed one day to complete work under this requested closure. Depending on how work proceeds, this section of roadway may still be closed during the evening commute home. This closure will allow for utility work on the west end of the project to continue in the coming weeks while paving starts on the east end of the project.

5/3/2019: Utility work on the east half of the project (Phase 1) is nearing completion.  As a result, underground work in Phase 2 will continue next week with water main and storm sewer construction in the Right-of-Way (ROW) south of Meredith Drive between NW 164th and NW 167th Streets. These operations will require another closure of NW 164th St. at Meredith Dr. to construct the storm sewer across the side street. This work is currently scheduled to occur next Monday, May 6, 2019, as weather conditions allow. There will be a closure of NW 164th Street after 8:00 a.m. and reopen later the same day. Additional grading and filling operations and storm sewer outlet construction between NW 167th St. and Alice’s Road will also ramp up once remaining trees are removed early next week.

4/30/2019: Construction has progressed over the last month on the east half of the project in Urbandale.  Relocation of utilities (private and public) is nearing completion on this Stage of construction with final grading and paving to follow.

In an attempt to keep the Underground Utility Subcontractor on-site and ultimately shorten the overall duration of the project, crews will be allowed to head west into Stage 2 with water main and storm sewer construction in the right-of-way.  While the Stage 2 sections of Meredith Drive will remain open to local traffic, these operations will require the temporary closure of side streets.  The first such closure is scheduled for this Wednesday, May 1st on NW 164th Street.  NW 164th Street will be closed at Meredith after 8:00 am while crews lay water main across the side street.  The resulting trench will be backfilled with rock and reopened by the end of the day.  Only one side street will be closed at a time during these operations.  As a result, affected residents may use either NW 167th Street or NW 169th Street to access Meredith Drive this Wednesday.  Changeable Message Boards are in place to notify affected residents and the traveling public of this upcoming closure.

This process will be repeated for both water main and storm sewer construction across NW 164th, NW 167th and NW 169th Streets in the coming weeks.  Again, only one side street will be closed at a time.  Please keep in mind that changes and delays in the proposed schedule (mainly weather related) are inevitable and will occasionally occur.

This project provides for the reconstruction of Meredith Drive from NW 156th Street to ¼ mile west of Alice’s Road as a four-lane roadway with left turn lanes including grading, water main, and storm sewer. The pavement will be Portland cement concrete with two 26-foot wide paving sections and a 28-foot grass median. The project scope also includes a 10-foot trail on the north side of the improved roadway and a 5-foot sidewalk on the south side. This is a joint project with the City of Urbandale. Concrete Technologies Inc. (CTI) has been hired by the Cities and will complete work in two separate stages of construction as shown in the exhibit below.
