General Billing/Payment Information

Residents receive a billing for the following services:  water, sewer, storm water and garbage collection, which includes recycling. 

Billings are made on the last working day of the month.  You can opt out of paper bills and receive your bill electronically by setting up an account at www.xpressbillpay.com.  Each month an email is sent reminding you the statement is ready to view.  Through access to your personal account payment of the bill by credit/debit cards or electronic fund transfer is available at no additional fee.  If you are already on the Clive Easy Pay program, there is no need to do anything further.  Payment of your bill will be made as in the past. Contact Xpress Bill Pay at 1-800-766-2350 with questions or assistance in setting up an account.  Utility customer service at City Hall is also available to assist at (515)867-5199.

Payments may be made in the following manner:

  • "Clive Easy Pay" - Complete the “Easy Pay” application form and mail to the Clive Water Department, 1900 NW 114th Street, Clive, IA  50325 or call (515) 867-5199 to set up.  Payment will be debited from the account designated on the 15th of the month.  There is no fee for this type of payment.  
  • Credit/Debit Cards, Electronic Checks - Payment can be made online by credit card, debit card or electronic check.   
  • Bills may be paid at several different grocery store locations.  Payments made at the grocery store locations will be accepted from the 1st through the 15th of each month only.

  • Payments are accepted at the City Hall office located at 1900 NW 114th St.  For after hour payments there are two drop box locations, one located at City Hall directly across from the main entrance.  Another drop box is located at Dymond Public Safety Center, 8505 Harbach, adjacent to the front entrance.

Water Consumption Alert System
Undetected water leaks can lead to a costly increase in your utility bill.  The Water Consumption Alert System provides a means to notify utility customers of a spike in water usage.  Participation is voluntary.  Initially, the program prompts customers to register with the program.  Once registered, customers are able to manage and edit contact information and daily thresholds established.   Based on the daily consumption threshold set for your account, an email notification is generated if the number of gallons used has been exceeded.  For assistance in setting up your account or other questions, please contact customer service at (515)867-5199.
