Can I register for a program even though I don't live in Clive?
Yes you may! We welcome non residents to participate in our programs. Clive residents are given a certain period of time to register, this year that will be from March 8 - April 7. During that time frame, we will accept registrations from non residents, however we will not process them until April 8.

Can I register over the phone?
We accept registration in person, by fax, or by mail. We will give out program information by phone, but do not take registrations by phone.

Do I need to preregister for a program, or can I pay the first day of the program.
All of our programs require preregistration. To assure proper instructor to student ratios and maintain the quality of the program, we must know how many students to plan for.

I did not receive a confirmation. How can I be sure my child is in the program?
To keep the cost of our programs low, we do not send confirmation. If you register in person, staff will indicate if the program is full. If you register by mail or fax, you may call to confirm. Staff will notify you if the class you indicated is not available.

How do I start utility service at my new address?
To obtain utility services or when making a change from one address to another in the City of Clive, either visit the Administrative Offices at City Hall or contact the water department at 515-223-6220. An application form is completed and a connection fee is collected at the time service is requested. Office hours are Monday – Friday, 8:00 a.m. to 5:00 p.m.

Are smoke detectors required and where should they be located?
Smoke detectors must be installed in every home. They should be mounted on the ceiling and centrally located by bedroom doors and at the bottom of the stairs in the basement. Homes built before 1997 may install battery operated units. In newer homes, the unit must receive power from the house panel.

Do I need a permit for a new fence installation?
Yes. A permit is needed if a fence will be constructed on a residential lot. Click here for fence requirements.

How can I find out zoning on a property?

How do I locate my property lines?
- In order to assist y in locating property lines, a copy of the official plat of subdivision showing property dimensions is available at the Community Development Department. Additionally, this information can be reviewed at the appropriate County Recorder’s Office.
- In newer subdivisions, the front lot pins can often be found at the ends of the sidewalk (look for an expansion joint), one foot toward the house from the house side of the sidewalk.
- If unable to locate the property pins and need specific dimensions for the project or questions, the City of Clive suggests contacting a licensed land surveyor to survey the property.

If I am replacing an existing fence or deck, is a building permit required?
If replacing less than 60% of the structure, a building permit is not required.

What are the requirements for an egress window?
Any room used for sleeping requires an egress window with a minimum of 5.7 square feet clear area. Maximum sill height is 42".

When am I required to put a hand rail on my deck?
When the deck is over 30" above the adjacent ground.

When and how do you schedule an inspection?
Depending on the type of permit, different inpections may be needed. Inspections are scheduled on a first-come, first serve basis and must be requested 24 hours in advance. Call the Community Development Department at 515-223-6221 for specific information or to schedule an inspection.

When is a hand rail required on stairs?
Homes built in 2004 and before, call the Community Development Department at 515-223-6221 for information. For homes built after 2004, a hand rail is required with two risers, except stairs leading to the garage. In a garage, a hand rail is required if stairs have over three risers.

Clive seems very safe. Could we really experience an emergency with community-wide impact?
Clive is very safe and has historically not been subject to large-scale emergencies. However, no community is immune and we must be aware of the potentials that exist, even if the risks are small.
Some disasters that could impact Clive are; high winds, blizzards, flooding, tornadoes, earthquakes, hazardous materials releases, power failures, and international or domestic terrorist actions.
The City of Clive is teaming up with Polk County Emergency Management to offer family emergency planning guides. These guides will be available later this summer and offer specific suggestions on how to prepare and react for a variety of emergencies. Look for information on how to obtain a copy of this guide in upcoming issues of the Clive Newsletter.

How do we know Clive’s emergency plans are achievable and not just a document on paper?
Every department in Clive was involved in developing the All-Hazards plan. Each department took ownership in developing the details that apply to their area of responsibility.
In addition, citywide training on the All-Hazards Emergency Operations Plan was delivered to all employees this spring. In total, six training sessions have been delivered to encompass all Clive staff.

How secure will my home (or business) be if it is damaged and we must temporarily relocate?
While we cannot guarantee the security of your home (or business), enhanced security patrols, controlled access, and curfews are all potential options the city would consider.

How will my family (or business) be notified of impending emergencies, or provided emergency information?
The community is notified of impending emergencies through normal media channels. The National Weather Service will broadcast watches, warnings, and advisories through the media. Local and County emergency management personnel will also utilize the media for less common emergency notifications, such as recommendations to shelter in place or to evacuate certain areas.
One of the most important emergency preparedness actions you can take is to secure a battery powered AM/FM radio to receive emergency notifications and information in the event of a power outage.
Another very effective means of emergency notification is through NOAA weather radios. These radios are activated at any hour of the day and do not require a television or radio to be on.

How would normal city services be impacted following a disaster?
Following a disaster, essential city services will be prioritized. Routine day-to-day business may be limited or absent, as the City focuses on disaster response and recovery.
