Planning Services Division
The Planning Services Division (PSD) performs a variety of tasks related to the development and implementation of long range planning projects as well as the creation, review and administration of development requests.
Development Review Process
This process ensures that development requests meet the minimum requirements necessary for approval by the Planning and Zoning Commission and City Council.
Development approval from the City Council is required prior to commencement of construction, whether it be residential or commercial. When the development is approved, the file will be passed from the Planning and Zoning Division to the Construction Services Division following certification of plans and documents. Movement of the file signifies issuance of a building permit and construction of the project may begin.

Zoning
Through zoning, the City of Clive regulates building size and density, as well as the way land is used. Zoning recognizes the changing demographic and economic conditions of the city and is a key tool for carrying out planning policy.
PSD reviews zoning requests as it relates to sign permits, home occupations, site plans, zoning compliance, temporary outdoor event requests, etc.
Sign Permits
Signs must not obstruct vision, mislead traffic or otherwise endanger the public. The appropriate fee must be paid for the approved permit prior to installation or change of any sign in the City of Clive. Refer to the Clive City Code, Chapter 175.39, Sign Requirements, for further information.

A color rendition of the proposed sign must be submitted with any permanent sign permit application.
Accessory Buildings
Accessory buildings include sheds, detached garages, gazebos, etc. Required setbacks must be maintained and easements avoided. A basic site plan indicating the intended location of the building is required with submittal of the building permit application. A permit of this kind can usually be approved when submitted.

Accessory Structures
Fences, decks, pools, dog runs, flagpoles, etc. are considered accessory structures. A site plan indicating the intended location of the structure must be provided along with the building permit application.
For swimming pool or hot tub installation, enclosure requirements are mandatory. This form must be signed and submitted with a site plan and the application for building permit.

Home Occupations
A home occupation permit allows the applicant to conduct a business from the appliant's home; there is no cost for the permit. Refer to the Clive City Code, Chapter 175.22, Home Occupations, for further information.

Temporary Outdoor Event Requests
The City recognizes in certain instances, some flexibility may be beneficial to allow special events out of the confines of a building, provided such events promote the public health, safety and general welfare of the City. Opportunities available for businesses include outdoor sales events and seasonal sales events. In certain cases, the City Council also grants temporary site plans for special events including charity events, open houses, grand openings and ground breaking ceremonies. Zoning Compliance
Zoning compliance approval is required, prior to occupancy,for all new businesses or businesses moving to another location within the City of Clive. PSD will review the proposed use, as well as parking needs associated with the use, in granting zoning compliance approval. Click here to check zoning on a property.

Board of Adjustment
The PSD provides the professional resources for Board of Adjustment actions. The Board meets monthly to render decisions on cases where there is question regarding a determination made by the Community Development Department in the enforcement of the Zoning Ordinance. The Board also reviews and decides upon special use permits and variances to the Zoning Ordinance. Special use permits and variances are granted when the proposed request is in harmony with the purpose and intent of the Zoning Ordinance.
Special use permits will be granted upon:
A. Showing the proposed location, design, construction and operation of the particular use adequately safeguards the health, safety and general welfare of persons residing or working in adjoining or surrounding properties
B. That such use shall not:
- Impair an adequate supply of light and air to surrounding property
- Unduly increase congestion in the streets or public danger of fire and safety
- Diminish or impair established property values in adjoining or surrounding property unduly burden public utilities
Variances will be granted upon:
A. Showing of good and sufficient cause
B. A determination that:
- Failure to grant the variance would result in a substantial hardship to the applicant
- Hardship is not self-imposed
- Granting the variance will not be contrary to the public interest or neighborhood integrity
- Granting of a variance is the minumum necessary to afford relief from Chapter 175.43 Board of Adjusment, while preserving the spirit of the Zoning Ordinance
Application
Before a case can be heard by the Board of Adjustment, an application must be completed and the required fee paid ($50 for residential, $150 for commercial).
When the application is received and verified, a Public Hearing Notice is prepared and the adjoining owners and media are notified not less than 7 days or more than 20 days prior to the Board of Adjustment meeting.

Public Hearing
The applicant or representative is given an opportunity to present his/her case and submit any evidence in support of the case. All parties wishing to speak will be given an opportunity to be heard. The Board will then make a decision based on the criteria set forth above.
Long Range Planning
Comprehensive Plan
The City of Clive’s Comprehensive Plan was completed in 1998 and provides a vision of the City’s future and serves as the blueprint for private uses of land, transportation and community facilities and services.
The Task Force to guide the plan’s process consisted of City Council and Planning Commission members and citizens.
Northern Neighborhoods
The Northern Neighborhood Master Plan was formed to unite the visions and strategies of the City of Clive and land owners in the western portion of the City. The plan includes conceptual location and layout for future residential and commercial districts, park areas, stormwater detention areas, and utility location.

Census
The Census, conducted by the U.S. Census Bureau, has been done every 10 years since 1790. The results of the census are used to draw state districts, apportion representatives and distribute funds. Due to the extensive growth of the City of Clive, a special census was conducted in late 2005.
