Construction Services Division
The primary responsibility of the Construction Services Division (CSD) is to administer the construction permitting function, ensure compliance through field inspection and enforce current regulations of City Building Codes.
Building Permit Application Process
Building permits are required for the installation, alteration or change of any building in the City of Clive. Allow two weeks for building and zoning approval for new structures and one week for alterations. The appropriate fee must be paid prior to issuance of the permit.
Every permit issued expires within 180 days or if the work is suspended or abandoned for a period of 60 days. Before work can be recommenced, a new permit must be obtained and additional fees paid.
Construction (footings forward) may begin when a building permit has been issued by the Construction Services Administrator. The Planning Services Division must approve the development before a building permit is issued.
Failure to obtain a building permit prior to commencement of construction will result in a stop work order and payment of double the permit fees.
After proper application and payment of appropriate fees, permits will be issued in the name of a contractor or the name of the firm or corporation with whom the contractor is associated. A contractor must sign all applications for building permit; permits are not transferrable. Permits will not be issued to any person or company who has outstanding fees or violations of the City's Building Code or Zoning Ordinance.

Residential Building Permits
New Construction
Building permit applications for new residential construction must include a site plan and one set of construction drawings. The plan set will become part of the address file and will not be returned. Additionally, a checklist, Builder's Acknowledgement form and a Residential Energy Compliance form (program from U.S. Dept. of Energy) must be submitted with the site plan, drawings and permit application.
The U.S. EPA’s National Pollutant Discharge Elimination System (NPDES) permit program administered by the Iowa Department of Natural Resources (IDNR) requires that cities meeting certain demographic and environmental impact criteria obtain a permit for the discharge of storm water from a Municipal Separate Storm Sewer System (MS4). The City of Clive is subject to the Program and has obtained an MS4 Permit.
Every property owner or applicant required to have coverage under the NPDES must design, install and maintain erosion control measures (officially known as Post Construction Storm Water Management Plan or PCSWMP) to prevent storm water runoff. The city will inspect the property prior to and during construction to ensure compliance with the plan and ordinance.
Remodels and Additions
Prior to approval of a permit for remodeling or an addition, zoning ordinances will be reviewed to ensure setbacks and easements are adhered to. A site plan and construction drawings must be submitted with the building permit application.
Commercial Building Permits

New commercial projects must go through the development process and be approved by Planning and Zoniing and the City Council. Two sets of construction plans must be submitted along with the building permit. These plans will become part of the address file and will not be returned. Remodels and Tenant Finishes
Prior to approval of a permit for remodeling or a tenant finish, the Building Official will review the construction drawings to ensure code compliance.
Accessory Buildings
Accessory buildings include sheds, detached garages, and gazebos. Required setbacks must be maintained and easements avoided. A simple site plan indicating the intended location of the structure is required with the building permit application. Click here to view an information guide.
Accessory Structures
Fences, decks, pools, dog runs, and flag poles are considered accessory structures. A site plan is required along with the building permit application.
Excavation/Grading Permit
An excavation/grading permit is required when a significant portion of earth will be removed or added to a site within the City of Clive. Click here to view permit application.
Sub Contractor Information
Trade Contractor Registration
Electrical, plumbing and mechanical contractors wishing to perform work in the City of Clive must be registered through the Community Development Department. The appropriate application and required fee must be submitted before performing any work in the City. Applicants will be required to submit a $5,000 surety bond and proof of a license issued by the City of Des Moines or any other municipality recognized by the CIty of Clive as having similar licensing standards.

Mechanical License Application
Trade Permit Application Process
No work will be peformed on electrical, plumbing or mechanical systems without having first obtained a permit. A trade contractor must be registered with the City to apply for trade permits. The permit application is a two-part form that can be obtained from the Community Development Department.
Certificate of Occupancy
A Certificate of Occupancy is required for all new construction and remodels of commercial and residential occupancies. A Certificate of Occupancy will not be issued unless the new construction, electrical, plumbing or mechanical systems are in compliance with the rules and regulations set forth in the City's Building Code and the project has been through a final inspection.
A Temporary Certificate of Occupancy may be issued if certain requirements are met. An Agreement to Complete and/or bond in the form of a personal check or cashier's check may be required prior to issuance of a Temporary Certificate of Occupancy.
Inspections
Inspections will be scheduled on a first-come, first-served basis by calling the Community Development Department at 515-223-6221. No inspection will be scheduled if the required permit(s) has(have) not been processed.

Prior to requesting a specific inspection, the building permit (if applicable) and/or trade permit must be issued.
