Dog/Cat Licenses and Tie up
Dogs and cats four months of age or older in Clive must have a pet license. Annual pet licenses may be obtained at City Hall upon presentation of a current rabies certificate.
Pet license fees are:
$10.00 each - unspayed or unneutered dog or cat
$5.00 each - spayed or neutered dog or cat
Evidence from a veterinerian the animal has been spayed or neutered must be presented in order to license your pet at the discounted rate. Licenses are issued without penalty from January 1 - April 30. A penalty of $1.00 per month applies to pet licenses issued after April 30, each year. It is unlawful to allow dogs or cats to run at large within the corporate limits of the city. Any animal at large may be impounded and the owner fined.
Permits
The City Clerk's office is responsible for issuing various permits. To obtain the following permits, please click on the name of the permit, which allows you to download the appropriate form. All application forms are also available in the office of the City Clerk. Please complete the form, accompanied by the appropriate payment, and return to Clive City Hall, 1900 NW 114th Street, Clive, IA 50325. Liquor License / Beer-Wine Permit
For the procedures to be followed prior to requesting a liquor license / beer-wine permit, please click here. Iowa Alcoholic Beverages Division operates an electronic licensing system. The appropriate electronic application is available on the Iowa ABD website (http://www.iowaabd.com). New permits as well as renewals are done electronically. Payment is also done using the Division's electronic funds transfer (EFT) system. Following approval by the City, the application is forwarded to ABD. After approved, ABD will mail the license to the city, and the city will forward the license to the licensee.
Christmas Tree Sales Yard Permit
A permit is required to operate a Christmas tree sales yard for the sale of Christmas trees, whether natural evergreen or artificial. Payment must accompany the completed application form. Payments required: $25 application fee, $200 deposit fee (returned if the sales yard passes inspection following the sales period). If the lot is being leased from the owner of the property, the applicant should submit a copy of their lease or agreement. Upon receipt of the application and required payments, the office of the City Clerk will issue the permit.
Cigarette and Tobacco Permit
Retail establishments that sell, distribute, or solicit the sale of cigarette or tobacco products are required to get a permit. Payment must accompany the completed application form. Payment required: $75. Partial year permits are $18.75 per full quarter. You may also visit the State of Iowa website at www.state.ia.us/tax or call 1-800-572-3943 and ask for Form# 70-014.
Noise Permit
Outdoor events that include sound equipment such as a radio remote broadcast or live/amplified music require a noise permit. Applicants must furnish payment with the application. Payment required: $15 residential permit/$50 commercial permit. Following receipt of the application and payment, the office of the City Clerk will review the application and issue the permit.
Block Party Permit
Applications should be submitted to the Clive Parks/Recreation Department. Applicants must furnish a $25 refundable deposit with the application. A 21-day advance notice is required. If the event will include outdoor live or amplified music, a noise permit is required. Following review by the Clive Parks/Recreation Department and approval of the Clive City Council, the Clive Parks/Recreation Department will issue the permit.
Pawnbroker Permit
Anyone in business as a second hand goods dealer is required to apply for a pawnbroker permit. Applicants wishing to secure a pawnbroker permit must furnish payment with the application. Payment required: $50 license fee; $1,000 surety bond. Upon receipt of the application and payment, the office of the City Clerk will review the application. Following approval from the Clive Police Department, the office of the City Clerk will issue the permit.
Solicitor Permit
Persons calling on residents door to door, selling anything of value, soliciting orders, sales, or subscriptions must apply for a peddler permit. Applicants must furnish payments with the application. Payment required: $20 non-refundable application fee: $20 one-day permit fee or $100 one-week permit fee. Applicants must furnish photo identification, a $1,000 personal surety bond, and criminal history data from the Department of Criminal Investigation. Upon receipt and review of this information, and following the Clive Police Department's approval, the office of the City Clerk will issue the permit.
Solicitors whose business is limited to hanging information on residences' doors (door hangers) are required to complete an application form, with a fee of $30 for a one-week permit.
Special Outdoor Event Permits
Organizations planning to conduct a special event, are required to conduct the event in accordance with the general guidelines and requirements adopted by the City. The guidelines apply to special outdoor events that may include one or more of the following: a tent, liquor being served, or amplified music. Receiving approval from the City of Clive does not preclude responsibility for any additional permits, approvals, or state and federal regulations. The City reserves the right to impose special guidelines and restrictions based on the nature of the proposed event and its attendance circumstances.
A non-refundable application fee must accompany the application:
- $50 if submitted at least 30 days prior to the event;
- $100 if submitted with 15 to 20 days notice; or
- $200 if submitted with less than 15 days notice.
