RFQ/RFP Process

One of the key components of the Clive Town Center project is the identification of a private development partner that the City of Clive will work with to make the project a reality. From the beginning of this project the City Council has directed this project to be a public-private partnership where the City’s investment in facilities and infrastructure is leveraging private investment for economic development.

Request for Qualifications (RFQ)

The RFQ phase of the process is now complete with the City receiving three proposals from the Kitchell, Ryan and R&R Realty Group development teams.  All three teams were identified as qualified development teams and have progressed to the Request for Proposals (RFP) phase of the process.

Request for Proposals (RFP)

During their June 5 meeting the Clive City Council authorized the release of the Town Center Request For Proposals (RFP) to the three qualified development teams.  The overall document is included below with links to the exhibits included within the RFP document.

Also during the June 5 meeting the Clive City Council approved the Clive Town Center Concept Plan, serving as the City's overall guidance to the development teams as they are preparing their responses to the RFP.  A copy of the approved Clive Town Center Concept Plan, with appendix, is available here.
