CIP Development Schedule

Prior to City Council consideration in November the majority of work and discussions related to the Capital Improvements Program will be performed by the City Manager’s CIP Team. This team will consist of the City Manager, Assistant City Manager, City Clerk, and the Directors of Public Works, Leisure Services, and Community Development. Assistant City Manager Matt McQuillen will chair the group, lead discussions and provide direction throughout the capital improvement planning process.

August 12, 14 & 16, 2014

Mayor & City Council hold annual goal setting retreat to determine community vision and short term action items.

August 21, 2014

Initial staff kick-off meeting to review policies, distribute CIP/Budget manuals and schedule. 

August 22 – September 25, 2014

During this period a series of meetings of the City Manager’s CIP Team will occur to develop the long-term infrastructure strategies for the City, coordinate large scope projects, discuss relationships between the CIP and Comprehensive Plan, and specific direction on project requests to be submitted.

October 3, 2014

Deadline for department directors to deliver CIP project submittal forms to City Manager’s Office.

October 6 – October 24, 2014

The City Manager reviews CIP project requests.  A proposed 5-year CIP program is developed and project descriptions and summaries are prepared for Citizen Review Committee Presentation.

October 23, 2014

Citizen Review Committee meeting is held where the City Manager presents a draft 5-year CIP program for discussion and feedback.

November 20, 2014

City Council CIP Workshop during Regular City Council meeting.  City Manager and City Council review capital budget process overview, capital planning, project ranking/priority list for Calendar Year 2015, review financial plan and debt service requirements for proposed 2015-2019 CIP.  Discuss feedback from Citizen Review Committee and discuss Council preferences.

December 4, 2014

Approval of 2015-2019 Capital Improvements Program by City Council.  Distribution of final CIP book.
